Milestone and disbursement ledger

Read-only milestone and disbursement fields normalized from the FPF grants ledger.

These ledger rows are FPF source evidence. They do not by themselves prove that a progress update was accepted, a payment request was approved, or an on-chain settlement was completed. Named rows can also describe reimbursements, returned funds, or other ledger adjustments.

No normalized FPF milestone or disbursement rows are linked to this application yet. The application and its other source evidence remain available below.

1. Executive summary and decision snapshot

Crypto Epoch requests $15,500 for the “Zcash Community Leaders Network” (ZCLN), a proposed six-week education cohort for approximately 20 community leaders. Participants would study existing Zcash resources, pass an assessment, conduct education in their own communities for four weeks, and compete for performance-based rewards. [1][5][6]

  • Delivery team: Hayri/Crypto Epoch as Program Director; Nova as Community Operations Manager; Lexi as Community Partnerships & KOL Manager; and a Content & Social Media Manager. [1][8]
  • Core funding proposition: $8,000, over half of the request, is allocated to a Community Reward Pool; $5,500 is startup funding; the supplied evidence identifies a $2,000 Week-2 education/AMA milestone. [8]
  • Decision-critical issue: The concept provides an education-and-assessment layer rather than simply paying for promotion, but the proposal does not yet provide independently verifiable team credentials, named prospective participants, a complete milestone schedule, or a credible post-grant funding model. [11][12][13]
  • Inference: A small, tightly conditioned pilot could test whether the assessment and review process produces accurate, useful education. The present evidence does not yet establish that a recurring global leader network will be sustainable or distinct enough from existing Zcash pathways to justify the full request. [7][12][18]

2. Applicant and team track record

Hayri states that they have four years of experience managing KOLs, creators, community leaders, and partnerships across blockchain projects, including a claimed network of more than 750 community leaders and creators. These are applicant claims; no external evidence in the supplied record substantiates client work, program results, or education outcomes. [1][11] The applicant identifies Nova and Lexi by first name and role, describing relevant community-operations and KOL/partnership experience. The application supplies no public profiles, work samples, prior outcomes, or references for either person. This materially limits assessment of the proposed team beyond the lead’s statements. [1][13] Crypto Epoch has a recent relevant ZCG history: its $13,500 proposal to grow the Turkish Zcash community was declined on July 6, 2026. The recorded rationale was overlap with an already funded Turkish initiative, concern that the applicant was new to Zcash, and a preference for demonstrated contribution or coordination before funding. [18] No grounded evidence found of previously completed ZCG-funded work or documented delivery outcomes by Crypto Epoch.

3. Proposal scope, milestones, budget, technical approach, and dependencies

Scope and approach

  • Recruit approximately 20 participants globally through an open application process. [5][7]
  • Week 1: structured learning on existing Zcash material and an online knowledge assessment; only those passing proceed. [5][7]
  • Weeks 2–5: participants create community education in formats such as posts, articles, videos, discussions, AMAs, or local activities. [5][9]
  • Week 6: review submissions and distribute performance-based rewards. [6]
  • Establish an official ZCLN X account, private Telegram group, alumni network, and tracking through Google Forms and Sheets. [6][7]

Budget and milestones

  • The stated total is $15,500: $5,500 startup funding, $8,000 reward pool, $1,000 for Lexi, $500 for a content/social-media manager, plus unspecified stated compensation for the Program Director and Operations Manager. [8]
  • The supplied milestone evidence documents only Milestone 1: $2,000 for education and AMA sessions, expected by Week 2. [8]
  • A prior reviewer required the applicant to ensure startup funding plus milestones equaled the total request. The available material does not document a complete, reconciled milestone table or objective acceptance criteria for all $15,500. [15]

Dependencies The program depends on existing Zcash learning resources, recruitment of suitable participants, reliable assessment and review, participant retention, and a means to distinguish genuine education from incentivized low-quality activity. [5][6][8]

4. Community discussion, arguments, responses, and resolution

Strongest arguments for

  • The applicant’s model requires learning and assessment before rewards, and proposes qualitative review rather than rewarding reach or post volume alone. [11][12]
  • It aims to reuse existing Zcash educational resources rather than commission duplicative course material. [5][11]

Strongest arguments against

  • Community members questioned whether the initiative duplicates existing education, ambassador, and contributor-development efforts, including ZecHub and ZecForge, and whether the proposal substantiates a distinct unmet need. [10][13]
  • Critics raised high-value concerns about the applicant’s Zcash-specific experience, the absence of verifiable team information, and whether an unnamed KOL-centered network could be screened adequately before public funds are distributed. [10][13]
  • Sustainability and impact measurement remain uncertain: alumni and an X account do not themselves establish how future cohorts would operate without continuing incentives or how audience learning and adoption would be measured. [10][12]

Applicant responses and resolution The applicant clarified that ZCLN would use an open application process, not a preselected KOL list; participants would be public if funded, after selection. They argue the distinction is “education first,” with assessment preceding outreach. [11][12] This addresses the intended program design, but not the committee’s ability to evaluate participant quality beforehand, the team’s demonstrated Zcash expertise, or overlap with existing pathways. Those disagreements remain unresolved. [11][13]

5. Relevant precedents and documented outcomes

Crypto Epoch: Growing the Turkish Zcash Community — declined, $13,500. This is the most directly relevant precedent because it involves the same applicant and an education/community-growth proposal. The committee declined it due to parallel regional work, the applicant’s newness to Zcash, and a preference for prior contribution and coordination. That rationale is directly relevant to the present proposal’s ecosystem fit and readiness. [18] Zcash CIS Educational Media Initiative 2026 — approved as a reduced one-month pilot. Committee discussion supported a limited trial after promotional elements were removed, stressing strictly educational content and re-evaluation after initial results. This is relevant because ZCLN similarly mixes outreach with incentives and needs clear educational safeguards. The record marks the grant approved and complete, but supplies no substantive outcome results. [17] ZecHub: open-source education for Zcash — approved. Committee support cited its education and contributor-onboarding vision, including a wiki, newsletter, tutorials, and guides. It is relevant because the current applicant proposes to build on existing resources while community discussion questions whether ZCLN duplicates established education and contributor pathways. The supplied record documents approval, not downstream impact results. [16]

6. Material risks and execution considerations

  • Quality and reputational risk: $8,000 in performance rewards may attract activity optimized for compensation rather than accurate education. The applicant proposes review criteria, but the scoring rubric, reviewers’ qualifications, anti-abuse controls, and escalation path for inaccuracies are not evidenced. [8][12]
  • Selection risk: Participants would be selected after funding through an open process. The applicant declined to identify prior KOL collaborators, leaving the committee unable to assess the likely participant pool or pre-award screening standard. [11][13]
  • Strategic overlap risk: Existing Zcash education and contributor programs were cited as potentially covering the purported gap. No documented partnership, referral pathway, or non-duplication agreement is supplied. [10][13][18]
  • Delivery-control risk: Incomplete milestone evidence prevents assessment of how much funding would be released before measurable proof of participant quality and educational output. [8][15]
  • Inference: Because the applicant’s prior Turkish proposal was declined partly for insufficient ecosystem participation and overlap, this broader global proposal should demonstrate stronger coordination and readiness than the prior request. [18]

7. Material gaps and questions for the applicant

  1. Provide the complete milestone schedule, payment amounts, deliverables, acceptance criteria, and public reporting requirements that total exactly $15,500.
  2. Publish verifiable biographies, relevant work samples, and specific responsibilities for Nova, Lexi, and the proposed social-media manager.
  3. Define participant-selection standards: eligibility, screening for fraudulent engagement or undisclosed paid promotion, conflict rules, geographic/language targets, and disqualification criteria.
  4. Provide the assessment syllabus, passing threshold, technical-review process, and named or qualified reviewers responsible for ensuring Zcash accuracy.
  5. Explain, with specific partnerships or referral mechanisms, how ZCLN complements rather than duplicates ZecHub, ZecForge, ambassador workshops, and existing regional teams.
  6. Specify outcome measures beyond activity and reach: how will the project demonstrate participant learning, audience understanding, retention, or useful ecosystem contribution?
  7. State how future seasons would be financed and governed after this grant, including whether recurring ZCG funding is assumed.

8. Neutral decision considerations

Potential value lies in a structured mechanism that could turn existing Zcash educational material into localized education by assessed participants, rather than funding undifferentiated promotional posts. [5][11] Countervailing considerations are substantial: the requested budget is reward-heavy; the team and participant pool are not independently verifiable in the supplied evidence; the proposal lacks a complete milestone/payment structure; and its differentiation from existing programs remains unproven. [8][13][15] Inference: If the committee wishes to explore the concept, it could consider conditions focused on a limited first cohort, participant and team transparency before reward disbursement, independently reviewed assessment criteria, coordination with existing initiatives, and payment gates tied to verifiable educational outputs. This is a framing of possible conditions, not an approve-or-reject recommendation.

Educating Communities by Educating Their Leaders

Declined

Applicant proposes a structured 6-week cohort program recruiting, training, assessing, and coordinating community educators globally — using existing Zcash educational resources (Mastering Zcash, official docs) rather than creating new content, with Google Forms-based contribution tracking, performance-based rewards from a community pool, and an @ZcashCLN X account as a permanent hub. Requesting $15,500. Gguy: I’m going to decline this one. I don’t think this proposal is the right fit for Zcash right now. If there is a need for this type of educational content in the future I’m open to ZCG exploring options. Paul: I’m not against the concept. In order for me to feel like I could fund something around this, I would have to see that there was some success in building a community of leaders and and there was already some progress made on that and that I felt more confident that it was even possible to bring all the leaders together in a community to be prepared to consume the the materials they’re proposing to develop. So, until I see more work and building this kind of a community, I don’t think I could fund it. Zerodartz: I think some things that this proposal proposes is already done or in work by ZecHub and other community groups so I think we might see something similar to this proposal come out in near future. I decline.

@CryptoEpoch a few things need your attention before I can assign this to ZCG for review: 1. Startup + milestones must equal total grant amount. Please adjust. 2. You need to post your grant to the [Forum](https://forum.zcashcommunity.co...
