Committee briefing
7 of 20 evidence records used by this briefing have changed or are no longer available. Regeneration will preserve this version in history.
1. Executive summary and decision snapshot
Vaihto FX Limited requests $132,092 to connect shielded ZEC with Kenya’s M-Pesa and Airtel Money through an open-source orchestration layer. Delivery is planned for December 2026–May 2027, led by Amos Wachira, with CTO Sammy Mutua Kisina and managing director Mahdi Abdi Abdile. The strongest capability evidence is applicant-reported experience building Kenyan payment integrations—not demonstrated Zcash delivery.[4][6]
Funding comprises $23,918 startup funding plus three milestone payments. The central evaluation question is whether reusable Zcash infrastructure justifies the cost and exposure before legal feasibility and conversion-partner readiness are established.[15][13] Inference: this is both a regulatory-feasibility project and an integration project, not simply a production rollout.
2. Applicant and team track record
- Wachira, full-time lead: reports payment engineering at Xmobit, Co-operative Bank of Kenya, and Nathan & Nathan Digital, including mobile-money ramps and transaction controls.[4]
- Kisina, 50% CTO: reports developing M-Pesa/card/bank payment services and leading an ERP team serving 124 Kenyan schools.[4]
- Abdile, 50% managing director: reports AyuutoPay mobile-money integrations and banking relationships. The company was incorporated on 31 August 2026.[4]
- Capacity and conflicts: an integration developer remains to be hired; several team members also work for related company Ayuuto, which supplies KYC/onboarding. The applicant states no grant funds will go to Ayuuto.[5]
Independent verification of these achievements, prior ZCG delivery, or demonstrated shielded-ZEC engineering: No grounded evidence found. This does not establish that no prior grants exist.
3. Proposal scope, milestones, budget, technical approach, and dependencies
The standalone TypeScript service would handle quotes, ZIP-321 requests, transaction states, refunds, authenticated callbacks, and settlement tracking. MAYAChain/SwapKit is proposed for both directions; NEAR Intents provides a secondary cash-out route. A conversion partner supplies USDC/KES settlement; CipherPay supports the merchant pilot, and AyuutoID supplies KYC.[7][8]
| Stage | Payment/date | Principal deliverables and acceptance |
|---|---|---|
| Startup | $23,918; 31 December 2026 | Regulatory classification, named partner and status, architecture, provider confirmations, initial repository.[10] |
| Milestone 1 | $31,643; 15 February 2027 | Working flows, wallet interoperability, tested repository; 10 Kenyan testers plus one community tester complete both directions, with shielded purchase delivery.[10][11] |
| Milestone 2 | $39,917; 15 March 2027 | Security review with critical/high findings resolved, required filings, both networks live, first workshop.[11] |
| Milestone 3 | $36,614; 31 May 2027 | Reviewed v1.0, merchant pilot, educational materials, second workshop, compliance guide and final report.[11] |
Budget: $65,900 compensation, $64,692 services, $1,500 hardware/software. Regulatory work accounts for $44,892. VaihtoFX promises to cover statutory fees, ordinary operating costs, and at least 12 months’ maintenance.[9]
Targets include 150 first-time transactors within 60 days of launch, 30% repeat usage, 97% completion, median delivery below 20 minutes, and 10 merchants onboarded with five receiving payments. These are proposed outcomes, not achieved results.[10]
4. Community discussion, arguments, responses, and resolution
Strongest supporting case: the applicant proposes reusable infrastructure rather than another wallet or exchange, connecting existing components and publishing interoperability and compliance findings.[6][8]
Strongest objections: a community reviewer challenged the “non-custodial” description, unnamed conversion partner, and substantial consultancy expenditure without assurance of authorization.[12]
Applicant response: VaihtoFX acknowledged that the original custody wording was too loose. It described temporary custody by swap infrastructure and the fiat partner, while stating VaihtoFX itself holds neither keys nor funds. It also disclosed that no conversion partner was signed.[13]
The applicant explains that its own routing activity may require authorization and that the application of Kenya’s prohibition on “anonymity-enhancing services” to shielded ZEC remains unresolved. These are applicant-reported legal issues, not independently established conclusions. The proposal commits to stopping after startup if facilitation is unlawful.[13][9]
Resolved: custody terminology is substantially clarified; the revised funding schedule removes earlier startup/milestone ambiguity.[13][15] Unresolved: actual authorization, partner eligibility, and whether the legal expenditure produces sufficient public benefit. No subsequent community acceptance resolving these objections is supplied.
5. Relevant precedents and documented outcomes
- 0xramp — $206,000, declined: the closest functional comparator, involving local-fiat ramps and third-party settlement. Committee objections concerned custody exposure, unclear company relationships, account-freeze risks, weakly demonstrated incremental Zcash value, and subsidizing a revenue-generating business. One member supported its ambition.[19] Inference: VaihtoFX’s evaluation should distinguish reusable public infrastructure from private operating benefits and test user protections across every intermediary.
- Zcash on the Go — $75,000, declined: relevant to African access and education, but proposed new mobile wallets. The documented rejection reason was that new wallet projects were not needed.[20] Inference: VaihtoFX’s integration-only positioning addresses that specific duplication concern, without establishing feasibility.
These are documented rejection rationales, not evidence that either project’s proposed technology failed.
6. Material risks and execution considerations
- Route concentration: the applicant identifies MAYAChain as its only shielded-buy route; loss of support pauses buying, although secondary cash-outs may continue.[9]
- Privacy boundaries: the applicant acknowledges visible swap/settlement boundaries and identity-linked mobile-money KYC; this is not a fully shielded or anonymous end-to-end service.[9]
- Testing before review: Milestone 1 includes controlled mainnet swaps, while independent security review occurs in Milestone 2.[11] Inference: pre-review testing needs explicit loss limits and a security-approval threshold.
- Schedule compression: the launch and 60-day measurement window are fixed within the six-month plan.[10] Inference: delayed clearance could leave insufficient time to demonstrate repeat usage before final payment.
- Public value and sustainability: No grounded evidence found for current platform transaction volumes, committed pilot demand, fee economics, or financing behind the maintenance promise.
7. Material gaps and questions for the applicant
- What written legal analysis and authorization—not merely a filed application—must exist before controlled mainnet testing and public launch?
- Which conversion partner will sign, and what agreements establish both-network access, pricing, settlement obligations, refunds, and loss allocation?
- Who will deliver the $44,892 regulatory workstream, how were costs benchmarked, and what usable outputs remain if the project stops?
- Can the team demonstrate both swap directions, shielded delivery, wallet compatibility, and failure recovery before substantial implementation funding?
- What evidence supports the user and merchant targets, and what all-in transaction costs would participants face?
- What security controls govern Milestone 1 testing, and how would launch delays change outcome measurement and payment acceptance?
- Which existing payment systems can be independently inspected, and what staffing and financing support delivery and post-grant maintenance?
8. Neutral decision considerations
Inference: committee evaluation can separate three propositions: legal operability, technical deliverability, and durable ecosystem value. Success on one does not establish the others.
Possible funding conditions include a separately accepted feasibility stage, written partner obligations, external technical validation, explicit security gates for every real-money test, and outcome-linked final acceptance. The committee could also distinguish compensation for published reusable work from expenditures principally benefiting VaihtoFX’s business.
These are options for structuring committee judgment, not an autonomous approval or rejection recommendation.
